The nav bar overflow (⋮) button: visible while the page has Secondary toolbar items — or, inside a ScaffoldToolbarItemsView, while primary items had to fold — it presents them in a ScaffoldToolbarOverflowView anchored below itself (a second tap, the scrim or the system back dismiss it; a navigation closes it like any overlay). Drop it anywhere inside a custom nav bar — it binds to the inherited ScaffoldNavBarContext. Style it like every glyph button (ScaffoldNavBarButtonBase).
